Ar 21 Rhagfyr 2012, cyhoeddwyd y bydd 39 o wledydd yn cyfranogi yn y Gystadleuaeth Cân Eurovision 2013. Bydd [[Armenia]] yn dychwelyd i'r gystadleuaeth ar ôl ei hegwyl un flwyddyn. Trwy ystyried mai Denmarc a Norwy yn agos yn ddaearyddol at Malmö, penderfynwyd y bydd y ddwy wlad yn cyfranogi mewn rowndiau cyn-derfynol gwahanol er mwyn i wneud y gorau o argaeledd tocynnau i ymwelwyr o'r ddwy wlad. Mae tynnu o docynnau ym mhencadlys yr [[Undeb Darlledu Ewropeaidd|UDE]] wedi pennu y bydd Denmarc yn perfformio yn y rownd gyn-derfynol gyntaf, a bydd Norwy yn perfformio yn yr ail rownd gyn-derfynol.
