Purpose of use To visually identify the subject of the article. Same image is used on every issue of magazine, only list of contents, color of map, and issue/date data varies. The cover artwork is always the same map, which is not really a unique piece of art.
Replaceable? This is the standard image of the cover, could only be replaced by a similar scan of a different issue; in that case, the licensing would be identical to this one.
Other information The use of the cover will not affect the value of the original work or limit the copyright holder's rights or ability to distribute the original.
